When I click on buddy dive on the main screen it tries to load only to keep me at the same page. Is there a know fix for this? or am I just doing something wrong?

Fixed. The server was temporarily down. You can access buddy diving now.

Seeing that most of the latest posts where last year, is this simulator still up and running?

When I look at latest dives its like im allmost the only one playing it. I got three friends playing and we would like a buddy dive some of us, but NONE of us can connect to each other.

Before throwing any money into this, we would like to hear whats going on, and why it seems as buddy diving doesnt work. We can find eachother on the server list, but it just stays as "connecting" and then after a while it stops with "join dive failed"

Did you check if your router is configured properly for supporting UDP?

The log messages indicate that were not able to receive any packets from the host (or if you are the host, weren't able to receive any packets from a connecting client when they tried to join).

Configuring your router as eDiver suggested would be my first suggestion as well. eDiving makes an attempt to work without requiring port forwarding, but depending on your router it may or may not be successful. The first thing to try should always be setting up manual port forwarding.
